Using conected GSM modem/phone, How do I make a phone call and play an audio file in my C# winforms App

Using AT Commands, I am able to send SMS from the modem/mobile connected to my PC.
Also, I am able to establish voice call from the modem/mobile to destiny phone.
After the call is established, I need to play a pre-recorded audio file (saved in my hard disk) into the call.

Is there a coding way/external tool/device which can help me to accomplish this?

Any help is much appreciated.

Are you writing a windows forms program which connects via thetering to a mobile?

Yes, Its a Winforms Application. I am okay even to have a web solution to this problem.
