How to monitor website availability

Hi,

Does anyone know of a desktop application or web service (preferably not too expensive) that will regularly attempt to access a given URL, to check the website is available? I don't want anything fancy, just something that checks a URL occasionally, perhaps sends an email on failure and maybe produces a basic report.
