Determine System requirements for my website.

I am planned to develop a small Web UI for my team. I new to web development. I am almost done with my application. Now I am planned to host my website using web servers like TomCat,WebSphere.

I am stuck with my server requirements. I have users around 400 and it may increase. Please help me to decide on how to setup the server to manage if the user got peaks up.

At this point the user count is some what low, but in future it may increase.

P.S : Before hosting a website what and all needs to be consider for the successful web hosting.
