How to download report in a secured format?

Hi seniors,

I am developing an application that deals with very high security matters. Here user want to download report in a particular format that can be e-mailed to his seniors. The data of file is generally text and few records of table. We want to encrypt data and then export the data in a file format that must not be opened with notepad or general applications. Can you please suggest that how can I do this.
