opening server working directory

I implementing ftp client, and i want to download files from server, i want the command which ask the server to opening working directory to select file for downloading.

The question makes little sense by one reason: there is no such concept as "open a directory". You may have been mislead by your experience as a regular user of some applications where this is no more than a metaphor. You can, say, list the directory content, there are FTP commands for that.
