ASP.NET SMS Push & Pull. (Send / Receive )

Hello Friends,

I am building Application in Asp.net for Public grievances.One module of the project is for providing SMS facility to the users.That is suppose some user files a complaint or the website,he will get complaint id with which he can track his complaint.

So the requirement is he can also message complaint id to our provided number & accordingly get back response regarding the same from our database.

For SMS Sending I have purchased SMS package from one of the providers & for receiving i have GSM Modem which i guess is sufficient.

Kindly let me know if anyone has any idea or done similar thing before to start with.If you any link or similar project i request you guide me.

Sorry if anything is unclear please feel free to ask clarifications.
