Firstly, don't post hundreds of lines of data, it doesn't help anyone at all. I have removed the majority of the data from your post and just left a small sample.

Secondly, why don't you purchase the document you linked to and read it's instructions. Then you might get an idea on how to achieve your objective?

Is the data immutable? Or you need to draw a wind rose in response to variable data?
