Creating Gujarati Fonts with Specific combination of Character

I want to create my custom Gujarati fonts with specific requirement like

1) to print " ખ " kh , i want "k+h" to be pressed ,how it can be possible

please suggest some software for this type of requirement
i have used high-logic fontcreator but not able to solve my query
try to search Open Type fonts but not able to get specific software

That's not an issue of font but of keyboard layout. Create your layout with e.g. http://msdn.microsoft.com/en-us/goglobal/bb964665.aspx[^]. Make use of the "dead character" feature.
With the many aspirated consonants of Indian alphabets, I'd prefer to create the layout for typing them the other way round - hk for ખ, thus it is sufficient to use "h" as a "dead character".
