suggest an XACML 3.0 engine

can anyone suggest an XACML 3.0 engine which has PEP, PDP, PAP and can be used to delegate authorization from and JAVA application . Preferably, these PEP, PDP , PAP should be flexible enough to Separate from the main module and run on different VM's .
