Its better to develop a seperate mobile version for your website.
1. Usually mobile versions have less features as compared to standard website, same might be the case for you as well. So its pretty easy to handle the code and functionality.
2. Either your website is been visited in desktop or mobile, it needs browser. So you can't restrict or hide any feature/functionality based on device.
