How to Installshield 2012 Custom Action Rollback

I am using Installshield 2012 - limited edition,

I have an custom installer created by c#. Which updates some widows service information and a web application configuration.

I am unable to execute Custom Actions using the Limited Edition.

My one working idea, would be to create Exe files that would perfom my needed functions.
But this would not be executed during uninstall.

How can i perform my Custom actions in InstallShield 2012, limited edition, so that they are rolled back automatically during uninstall.

Does anyone know a free install tool that can be used to install a website and two windows services?
