Building a Dynamic Row-Columns Diagram

I need to have a Diagram with Rows and Columns (Not uniform, Diagram may contains some Full Columns for Example see below..)

So, The Diagram (Combination of Rectangles) with cells can contain any number of rows and Columns (Half columns or full columns).

The rules need to bind to Rectangles are :
Valid or Invalid ......... That's it.

One point i need to mention here was ..... ,

Actually i need to fill these cells with color or images .
So i have some images that need to go and fit in that cells. Now if i hover my mouse on to available images then the Diagram of Rectangles need to highlight and say whether that particular image can go into that cell or not (Means Valid for that image or Not).

Actually that is what, ultimately i am trying to do.

In Short, I have some images and i need to Draw a digram with rectangles or slots to hold images.
When i hover my mouse onto image, the slots need to highlight and say whether it is valid slot to hold that image or not. The rules are known and if possible need to bind to rectangles before drawing.
