How do I turn Camera LED Flash On or Off in Windows Desktop Application

There is many examples of code to capture web camera streams and snapshots but practically no information on turning on or off the web camera led/flash. We are using Asus tablet pc's with software which we have written using vb.net in visual studio 2010. The software is designed to record details and photos of building inspections. Many area's are dark so being able to utilize the led light when taking a photo would definitely help.
