CSS not applied in html user control on htc mobile at RESPONSIVE WEB DESIGN

Hi All,

Now am designing responsive web design. I was check my web design with htc mobile (min-width:320px) and (max-width:480px). Here i used used User Control for header and footer. But when am check with htc mobile my css is not applied at header and footer. But other android mobile my code works fine. Anyone help me to recover this issue.
