How to get the handle of a new created window, before is displayed ?

Hi codeproject gentlemen,

How can I find the handle of a new window when is about to get created/opened by another window BUT before the OS will display it, because I want to imediately kill that new window for not interrupting my other running tasks on the desktop, by stealing the focus.

- i saw a simmilar project here on codeproject some time ago, but I can't find it anymore :(
