You simply need a Web hosting provider which supports Joomla. In turn, it will require that this provider use Apache and supported PHP and the database you use, that is, XAMPP would be fine, but not exactly required.
How you get all this, should be discussed with your provider. It everything is supported and set up, your site is supposed to work immediately. You will need to configure everything, notably your database. For this purpose, the provider usually provides you with one or another kind of
