Well, than look. WHERE clause is a general selection predicate, while ON is a join condition predicate. Of course, you can use WHERE for every join case - but that will be far more complex syntax. So the standard was expanded with the special JOIN clause. In general, RDBMS engines optimizer algorithms take special care of the JOIN clause.
