Why is my nav div not showing up in IE but fine in FF and Safari?

I need help with a fix to my disappearing nav in this file:

At this point I do not know if this is a css or JS problem. Both my html and css have validated, and if I am doing this right, the JS seems fine in firebug.

Any advice would be greatly appreciated as this assignment is due very soon!
