How to disable exit button of worksheet when arrange window in excel VBA

Hi all, I have a big problem about arrange win in excel,

My problem is when arrange window(there 2 window after arrange), it doesn't allow user close worksheet in window arrange(click on button X of worksheet in window arrange).

Please help me,

What version of Excel? Are you writing code to do this? Please be more clear. In Excel 2010+ the sheet has to be active to see the close icon.
