The fact that you need to ask this question suggests you are far from ready. You need to do some research and learn everything there is to konw about the subject, before you can offer yourself for freelance work.

At work I am developing sharePoint sites. but my job title is related to Project Management. I want to utilize my sharepoint skills to earn some extra money outside of my full time work. that is why looking for a freelance opportunity. What is your best advice?

My best advice is that you do some market research to find out whether people will be willing to pay for what you are offering.
