As far as I know, doing that require to write a driver... In some case, a sound card might have an "input" that is the output. If this is the case, you should see it in Windows mixer.

If your monitor or PC doesn't have built-in speakers, attaching external speakers might help...

You can also try to use the OpenAL (Open Audio Library), which is cross-platform audio application programming interface (API) : http://en.wikipedia.org/wiki/OpenAL
