Building Rule-Engine with C#

I just wander why don't we build our Expert system completely in C# instead of doing it in CLIPS or other AI language?

Its all about If-Then strategy which is more easier to do in visual studio than CLIPS ?

Yes! what is the benefit behind using AI programming language when we can do everything in C#?
