How to connect VB.NET to Web Host

So I want to create an application like that. Where I, the administrator have an access to create a new list with informations like title, description, download link etc. using a web panel (just like cpanel)

Yeah there's a download link in his description but I couldn't download it because it has survey and my country blocked it.

He also says that he used PHP to connect to MYSQL Database and VB.NET connect to the PHP. Though I know this method, I don't know exactly how he add/modify and list it to VB.NET application.

So could anyone give me some resource link to create exactly what he did or please download the file for me and upload it to some file hosting like mediafire please? I'm badly need it. I have an application going to be release and I wan't to have a feature like it.
