Think of Azure as another .NET deployment target for our .NET expertise as well as our portfolios of .NET services and products, (but Azure is a highly available and scalable .NET Platform as a Service which is available to use now at no capital cost, planning, or risk). You use the same .NET tools and skills for Azure as you do with anything dot NET (PHP, Python, and Ruby IDEs and Tools can also be used for Azure): Visual Studio 2010 (Web Express version is FREE) or Visual Studio 2008 after adding the “Windows Azure Tools for Microsoft Visual Studio 1.1 (February 2010)”, SQL Server 2008 R2 (Express version is FREE). You can also subscribe to get FREE developer hours on Azure after you sign-up.
