Dose any body know how to run a C console program silently in windows.and automatically starting in STARTUP,and exiting while shutting down :doh:

Yeah - it's called a windows service.

Not all the console applications can be run as windows service. But, instead of running as windows service, you can run this app using windows schedule task and set up the schedule as 'At System Startup'.

Sure, this works too... or you can add to the "Startup" folder if there's only one profile. Although, not sure if the "startup" folder method still exists in Win8 (haven't messed with that OS much).

The so-called Startup folder is actually activated upon user login, not when the machine boots. OP used the term 'startup' which in context seems to mean boot time.

I wonder why it popped up when I was looking through the active questions? ...oh well... In any case, startup folder works as well, you're interpreting what the OP wants exactly, I'm just providing alternatives.
You need a Windows Service.

A Windows Service runs as background, starts automatically and remains until you shutdown.
