How to use vlc api to connect webcam?

I want to use vlc api to connect to webcam and get the media stream from the webcam, then call codec like ffmpeg to encode the streams. I am new to vlc and streaming media, so I don't have a clue. Which function should I use? Do I need to invoke some vlc modules to get the streams? Any tip would be appreciated.
