what is the best programming language to use while developing a server based application that sends sms

Am to work on a project that is to send sms replies to cell phones depending on what was requested by a specific cell number. i know i have to connect to an sms center of a certain network provider and even purchase a Reverse billing number.

what do u think is the best programming language to do this?

NB: remember this a server based program and i don't want to use AT commands due to the limitations attached to them. thankx

The question itself is not good. This is not a matter of language. You could write it is quite every language you know... but you don't want to send out AT commands. You can avoid this only if you use a third party library and/or a third party service. Thus your possibilities are limited by this third party - what this can provide to you. Most of the libraries provide some windows dll to link to, and service providers will most likely give you a web service (or that like) to call.
