How to create system administrator in vb6?

[1] I have my Student_record_database project completed.

[2] Now I want to create User to give him status as ADMIN or Master or Normal user to allocate various rights to him,further to add new master,modify his permissions etc...

[3] I'm having Master tab on main form and it is included option User master.

So what sh'd I do first???
