can i develop a nokia/symbian application using windows mobile (c# or vb)?

i found a third party software that translates windows mobile apps to symbian (net60 by redfivelabs) but now it's closed...

any suggestions? my focus is more on .net than other programming fields...

please help...

the net60 need signed ,diffent nokia/symbian is diffent.
