Resizable dialog with scrollbars not getting refreshed when maximizes the window

I am implementing a resizable dialog with scrollbars.I write code for horizontal and vertical scroll bar code in OnSize function and scrollbar events are captured in OnVScroll and OnHScroll functions.

When i scroll(vertical Scrollbar) the dialog to two stpes and maximized the window then window not getting refreshed.

I tried with SetScrollInfo, ScrollWindow functions but getting anr error
1447--The window does not have scroll bars.

help me to resolve in this issue.
