Is this part of a deployment option if a user installs your software but does not have .net 4? Your question is not clear.

I think you are looking to create a SETUP project for deployment.
When doing this there are many things that you can adjust and add dependencies that you need to be installed or downloaded when some one runs setup on his/her computer.
