Problems upgrading to 2.5.1

Trying to upgrade to 2.5.1, spent days trying and failing miserably . the older version I had worked like a charm.. ( why did you want to update I hear you say..) anyway , the server installed without problem , but none of the modules will start , I always get an error:

The module install seem to fail every time although I do not have Internet problems :

What I have tried:

uninstalled, deleted folders in Program Files and in Program Data, ran Ccleaner to clear any residue. I did this about 10 times and STILL no luck.
