Is it related to software development? To networking?

Without actually checking my own system to verify the validity of my next statement, this box has been "up" for over 4 years without a dizazterous crash (WS2k8 64-bit on Intel mthrbrd dual CPU; ~ all circa 2007), check your BIOS. But even if there's no switch that puts primary to "IDE", as opposed to "SATA" (which might then show up in Windows as a "scsi" interface), you will know a PATA from any SATA by how the drive is plugged into the mobo.

Frankly, I'd toss that 40GB. I suspect that's the one on which you've got your OS so let me retract that statement right away ...

Since one is a PATA (IDE) and the other is a SATA, you will need to go into the BIOS and set the master and slave drives manually there. If both were PATA(IDE) then you could use the jumper switch on the hard drive to set master / slave.
