This is a big question. The answer is it depends. However, based on how you asked the question it sounds like you have not done much programming, if any.

Everyone has a different learning technique. Some learn from books, others from being instructed, watching videos, or pulling other's code apart, or simply taking a situation or problem and try to solve it by referencing/Googling.

Javascript:
For YouTube, I like Mosh's style: JavaScript Series - YouTube[^]. Mosh also has paid courses: Code with Mosh[^]

Html/CSS:
Kevin Powell is also very good, another personal favourite: @KevinPowell - YouTube[^]. Kevin also has paid courses: Courses[^]
