Oracle Rdb ODBC No exec error

I am using ODBC driver to connect the RDB database in my web application but from time to time ODBC driver returns “SQLSRV-E-NO_EXEC: No executor processes are available at this time”. After this error I can't to use the application and I must to restart the server. What cause this error and how to fix it?
