We are a software development site, not Windows support - you need to speak to Microsoft Tech support as they can dive into your computer and see exactly what is going on, and maybe fix it.

However, I would suspect that you will have to reformat your HDD and reinstall a clean Windows setup to rebuild an admin account. Security alone would make it very difficult to create an admin account with only a "user account" to start from.
