Can we use hookmanager in .NET framework 4.7.2?

I have return a code in visual studio .net framework 2.0 and i have to run it in .net framework 4.7.2 or any latest version but cant able to do the same....

What I have tried:

it is working in 3.5 but its cant work in 4.7 or latest version.
