What I have tried:

I have looked at textbooks and also check other previous questions, but still unclear.
PS. This is a question for me personally wanting to learn how this work, not upholding to any grades or payment. the text book says or tell the bites and all, but this question was from the problem of the textbook, and I'm trying to understand it, in case I see a similar question in thee future, I will know how to analyse it, Thank you.

You need to study the format of a TCP packet: Transmission Control Protocol - Wikipedia[^]. And maybe also an IPv4 packet: IPv4 - Wikipedia[^].
