What is your actual question? What research have you already done. What have you tried in C# so far? What went wrong when you tried?

when windows service(created service Particular for application) gets interrupted or down then immediately users get notification their emails.
I have done this process using PowerShell script but i need it from application (using C# code)

This site does not provide code to order. Show the relevant parts of the code you have tried, and explain precisely what the problem is. If you were expecting someone to write the code for you, then you've come to the wrong site.

And adding "very urgent" and "ASAP" to your question won't make us rush to answer you any faster. It simply tells us that you are incapable of managing your own time properly.

What are you talking about? Is the service that's crashing something you wrote? Is it a 3rd party service? Is your application supposed to be monitoring if this service is running? What is it supposed to do?
