Creating a set up installer in VB.NET

I'd like to create a setup wizzard for my application
now i'm not sure if i should add the database,crystalreport,exe file and others
in the set up?
may i know some recommendations?

What I have tried:

I tried
File>New Project>Setup and Deployment> Visual Studio Installer>Set Up Wizzard
Create a setup for a windows application
Now im stock in the: "Choose Files to Include"
I would like to install the application in another unit
i'm using vb.net and ms access as my database

I have read about the article. but
i cant the
policy_8_0_Microsoft_VC80_ATL_x86.msm
CrystalReportsRedist2005_x86.msm
in my merge module folder
located at :
C:Program files(x86)\common files\merge modules
also in the
C:\Program Files\Common Files

is there a way to make it show or a link to download it?
i tried to google it but many has the same problem as i am
