I work on visual studio 2017 asp.net core 2.2 when create new api controller I get Error

I can't create New api controller

What I have tried:

i try remove package

Microsoft.VisualStudio.Web.CodeGeneration.Design 2.2.3

and install lower version of .NET core as 

Microsoft.VisualStudio.Web.CodeGeneration.Design 2.2.1

but issue not solve so what I do
