How to block a program using C++

I need to block an .exe file(application) using C++. Is there any code I have to refer? Kindly share some windows APIs to write the code.Thank you in advance.

What I have tried:

I noticed there is a code in C# here. I tried to convert it. Since I am not familiar with C#, I'm finding it difficult to convert.
