How to create microsoft.insights/scheduledqueryrules alerts for azure logic apps using ARM?

I want to create a microsoft.insights/scheduledqueryrules alert for one of Azure Logic Apps using ARM template. But while creating alert, it is giving below error.

I want to understand what I am missing here.

What I have tried:

I created alert from Azure Portal manually, exported template from there and deleted the alert. If I try to re-create the alert using same template again, it gives same error.
