In addition to what Rick said, the way 8 bit character are displayed depends on the way they are translated, and you can use different codepages as well as different conversion methods for that.
I would try it with codecvt, even though it's deprecated. You can find more info and a code example

If you don't want to use deprecated functions, the
mbstowcs[
^] family of functions could offer the way to go.
