Best approach to multilingual web application

Hi folks,

I would like to get some suggestion to gain multilingual web application in a most efficient way.
If we use web forms, will it be more hard to achieve?
Or if we go .net core or mvc framework, will it be more easier?

All options take into consideration in terms of development time, development effort, technical difficulties for small team.

I would like to get any advice for this.
Thanks million.

What I have tried:

Not really develop yet, surfing net only.
I can't decide which one better to go with.

Solution 1

A resource is a resource. It "tastes" the same in .NET Core, Framework, whatever.

You have different ways of "consuming" it; different ways of prepping it.

It works because it is an abstraction with multiple (inter)faces.
