What is best practice for parent and children forms

I have a question about my scenario;
I have an Entity that name is User; This User maybe have some children; I have another table that name is Children; My problem is how can Implement this scenario in ASP.net MVC
in backend and Razor. because these children are not static for all users.
what is the best solution for this?

What I have tried:

I have created to models children and users and created their model but in Backed part I have problem.
