Why my report viewer doesnt have a design report when I click small icon on the right top.

I am trying to use Report viewer and i downloaded report viewer and rdlc from here

But i when i put my report viewer on my form and click the > icon on the right-topside of the page there is no option to desing new report . Do i need to download something else?

What I have tried:

I've tried deleting and reinstalling them but that made no difference.
