Is there a way to pack compressed h.265 video data and send it through ethernet?
Or is it inevitable that I need encoder hardware to do so?

What I have tried:

I searched the web, but all solutions point to encoder hardware.

H.265 is already compressed, and can be transferred across the internet as a binary file.

Further compression will almost certainly result in more data to transfer, not less.

Those are 2 different things, they not related, once is not influenced by the other.
"Pack" is just another word for "compress".
If you can compress again an already compressed file, it means that the first compress was not efficient.
So, in practice, pack a compressed file does not exist.
