Need to add DMS, which type file to choose?
 
PDF or JPG?

Not really a coding question (at this time); as all that we can give you is opinions, and we really aren't the people who should be deciding this for you.

The people you need to satisfy are your users; and your solution to there request is to follow the specifications provided to you.
If they have not provided that to you; it is up to you to ask them what kind of documents the solution is needed to support.

That said.... What is wrong with the ability to support both?

Solution 2

If the documents are mostly text, PDF seems the right choice to me as this stores text more efficiently. Besides it allows text to be searched and extracted again easily.
If your documents are already in JPG format, e.g. scans, then this would be the best option of course.
