Infopath C# system.windows.forms missing/not saving

I am designing an Infopath form but it is removing the reference "System.Windows.Forms" and "using System.Windows.Forms;" every time I close it. I've saved all, both the code and the form and nothing else is missing except for these.

What I have tried:

I've copied the project folder, removed all code, and adding it back to the form but it still does not save the reference "System.Windows.Forms" and the using directive.
